The open source publishing tool Scribus comes with CIE colour palettes Lab and HLC which are based on our colour fans are coordinated.
"As of version 1.4.6, Scribus includes four new colour palettes, namely CIE LAB and CIE HLC, both of which are available in a CMYK and an sRGB version. They refer to affordable colour fans that use an open and non-proprietary colour model."
